I'm not sure exactly what you're seeking here. "Common domain" isn't a
legal term that I know. Do you mean public domain. Those are the easiest
kinds of graphics to collect because they've been made public property.
There are no license issues.
Most other "free" graphics for RPG cartography have been released under
various licenses ... the Open Game License, Creative Commons License, etc.,
etc. Some set terms for using the material, distributing the material, etc.
Some allow personal use only. In these cases, you need to read the
licenses.
To collect them, you can gp to your favorite search machine and try
searching fof "free symbols," "free objects," "free textures" and "free
fills." Or you can start with these resource lists at the Cartographer's
Guild:
