It will build on whatever layer you have currently listed as active - even
if it is "unselectable" - or even "invisible!" You have to watch VERY VERY
carefully what layer you have as active. I can't tell you how many times
I've built on the wrong layer. The good news is, you can (usually very
slowly and very painfully) select the items on the wrong layer, and move
them to another layer. So, if you inadvertently place items on the general
layer that you want on the building layer, you can select those items, and
move them to the building layer - you don't have to re-draw everything.
