[nbos] [AS] Fine control on random system generation?

This is something that's been bugging me for a while now. Is there any
way, though a script plugin or whatever, that I could successfully tweak
random system generation?

For example: I run FastBang on a randomly-generated starmap to set up a
map for a space opera game. I'm expecting the random generation will
give me a couple hospitable worlds, several dozen habitable worlds and
the rest being scattered whatever. Instead, I end up with *no*
hospitables at all, a handful of habitables and hundreds of planet
systems & space stations. As the man said, "WTF, mate?"

I would like to be able to go into the random generator, tell it "Okay,
no space stations or artifical structures, close to zero planet systems,
and high probability for habitable and hospitable worlds" and get
something close to that result without having to edit each system. Is
this possible, or am I doomed to wait until AS3 for that kind of
