I'm having the same problem. I'm also having a problem with importing data.
If I import a CSV, everything is fine, regardless of whether the destination
is a blank or populated sector. But, if I try to import a sector file into a
sector created by a CSV, it fails and the imported sector data isn't saved
when I save the sector.
As for the small bodies issue, I recall the answer being that the small
bodies entry means that there are small bodies scattered about the system,
not that they have any particular orbit.

I have generated surface maps for all of the planets and moons in a system
and selected the system for export as a sector report. I checked "Include
existing planetary surface maps in report" but no planetary surface reports
are included in the report.
Also, small bodies only include their name in the sector report with no
explanation or indication what it means, it looks like information was left

Rather than have you think that all I do is complain about the program, I
want you to know that it is one of the most important and beloved programs
on my computer. It, and one other program, are keeping tied to Windows. If
it can't run AS3, I don't want the computer. I love it and play with the
program nearly every day.
