[nbos] [req] ordering symbols

Hi Ed,

Is there a way to order symbols (set their Z-order) in a reasonably
automated fashion? It sometimes (okay, somewhat often) happens that
I'll have a region full of symbols and need to add something. Trying to
get Z-order right by hand is a pain. Or I'll want a region of mixed
symbols (mountains and trees, say).

It looks like random symbol fill put them in at least rough order, but
that really works only when you draw them, not later.

An option to select a set of symbols and polygons on the map and
automatically order them would be really useful sometimes.

The simplest way would be to order them by (bottom-most, right-most)
point, assuming you're drawing "top to bottom, left to right", but being
able to choose the drawing order is a fairly simple extension of the
idea. I see the following eight settings:

* top to bottom, left to right
* top to bottom, right to left
* bottom to top, left to right
* bottom to top, right to left
* left to right, top to bottom
* left to right, bottom to top
* right to left, top to bottom
* right to left, bottom to top

I expect TBLR would be the most often used, but I can imagine cases
where I might want one of the others. It might be interesting to draw a
map 'sideways' (LRTB), for example.

There might be four other options

* top to bottom
* bottom to top
* left to right
* right to left

but I don't know how useful nondeterministic placement in the other axis
might be. Unless I'm using randomness deliberately, I prefer things to
act in a deterministic manner.
