Ian,

You got it ... elevation is stored in centimeters. Each point is a 32bit
little endian integer. It should flow left-right, top-down.

btw, the atmosphere (cloud) data is cosmetic... used mainly for planet
previews in Astro, and the values dont represent anything in particular.
