Hi Matt,

Oh, this one is no fun. IIRC, you can avoid the "hole in the middle"
problem by merging the coast lines two at a time, rather than all at
once.

That is, merge the first two without the third, then merge the third
line in with the 'combined' line created by merging the first two.
Then clone to a polygon.

I tried this quickly and it seemed to work, but there is no guarantee
that what I did is equivalent to what you were working with.
