Generally speaking, its easiest to use the polygon tool like Christopher
recommended. FM8 doesnt have a limit on the 'freehand' tool, so you can
use that too, but the polygon tool generally looks better.

If you want to get fancy and have *just* a clean, scanned outline of the
coast (no rivers, text, etc), you can place that image onto the map,
position and scale it, and then use the vector flood fill. I just tried
that with a scanned outline and it works pretty well.

If you do that, after you do the flood fill, select the new landmass and
'break apart' the shape because it will undoubtably be a complex
polygon. You can remove any of the objects (usually just tiny specs that
resulted from spots on the scanned page) you dont want, leaving the main
outline in vector form.

If you dont have a clean outline for the vector fill, you can also fill the
'ocean', remove the scanned image, and then fill the hole that left.
