Ok...

So, I put the bitmap on the map, and started drawing over it.
Every time I try to select anything that I've drawn on top of
it, I also select the underlying bitmap. So when I draw a
tree in the wrong spot and try to delete the tree, it deletes
the bitmap as well.

So, I tried pasting the bitmap into one of the other layers (I
used Layer 10, the first "unnamed" layer). But regardless of
what layer I paste the bitmap onto, and regardless of whether I
mark that layer as "unselectable", or "secret" or whatever, the
bitmap is still selectable, movable, deletable, etc. How do I
lock it down, so I can draw over it?
