I think you seriously misunderstand the GPL. If you use GPL code or a
derivative in your application then you must distribute your entire
application under the GPL, which means making the entire source code tree
available on demand in a form that allows the person requesting to build and
modify the application themselves. While there's no bar against "selling",
once you've sold one copy there's no reason the purchaser can't simply give
away as many copies for free as they choose or sell copies at a lower price.

As a follow-up, FWE is already presented as a free add-on to FM, so if it
were updated with some derivation of the plates.c code, it could still be
bundled with FM and not run afoul of the GPL. Indeed, the GPL itself does
not prohibit the sale of free software

Within the Freeciv patch, the copyright states that the original code was
relicensed with permission from the author under the GPL. As of 2003, it can
be modified and distributed freely.

Plates.c might not be getting used because of its copyright restriction:

* You may distribute this however you like, as long as you don't sell it

* and you keep this notice in it.
